So, what is the current situation of China's preschool education industry? What are the problems? What are the blind spots in all aspects?

      First, the proportion of children and teachers is out of balance and there is a huge gap in the number of teachers.

      According to statistics, in 2016, there were 44.1386 million Chinese children in kindergartens (including attached classes). Correspondingly, the total number of teachers and staff in kindergartens across the country is only 3,818,000, and the ratio of teachers to children is approximately 1:12.

      This means that a preschool education worker has to face 12 children. However, if only the ratio of full-time teachers (the latest data released by the Ministry of Education is 2.232 million) to children is calculated, it will be even lower, at 19.8:1. This means that in China, a rigorously trained preschool teacher, he will face 20 children. According to the "Standards for the Provision of Kindergarten Teaching Staff (Provisional)" issued by the Ministry of Education in 2013, the proportion of full-time kindergarten teachers and children needs to be 1:5 to 1:7. Therefore, if the status quo of the shortage of kindergarten teachers does not change, with the advent of the second-born period, the proportion of young children and kindergarten teachers in China will become more and more serious.

      Let's look at the situation in the United States.

      Second, China's kindergarten teachers have lower access thresholds.

According to the “Kindergartens Work Regulations” and the “Teacher Qualifications Ordinance” issued by the Ministry of Education, the qualifications of kindergarten managers and teachers only need to be higher than junior colleges, and the childcare staff can have a degree above the high school level. As of 2009, the number of preschool education students at all levels in the country was 209,626, with only 3.1% of undergraduates, 8.8% of college students, and the highest number of technical students, reaching 184,662, accounting for 88.1%.

      At the same time, Chinese kindergarten teachers generally feel that the industry is under pressure and has low income. According to surveys, the major sources of pressure are inspections and assessments, as well as long working hours, which require 8 to 10 hours of work each day, and some even exceed 10 hours. The salary is not proportional to the pressure. Even though some market-oriented kindergartens have high admission fees, kindergarten teachers still have very low salaries. For example, in this red, yellow and blue kindergarten, the average monthly tuition for children in regular classes is about 3500 yuan, and the tuition for international classes is 4,800 yuan. This does not include kindergarten interest classes, food expenses, disposable supplies, etc., but teachers The monthly salary is only 2000-3000 yuan.

      Third, the pressure on wages is low, and to a certain extent, the occupational level that the kindergarten teacher should have should be eliminated.

      The preschool teachers’ work pressure and low salary level make kindergarten teachers unable to have a strong sense of identity in their work. On the other hand, to a certain extent, it has also worn away the occupational standards of the kindergarten teachers.       Fourth, the legal system is not perfect and there are loopholes in the legislation.

Even in the widely praised "Criminal Law Amendment (9)", the "criminal circumstances" of conviction and sentencing standards are difficult to quantify. For example, to feed children with mustard, this is not a bad plot? In other words, the bad circumstances that many parents may consider cannot meet the criteria for conviction.

     At the same time, child abuse is a very broad area. At present, the scope of legal prosecution for “child abuse” is still relatively narrow, and it still mainly rests on jealousy, sexual assault and bodily harm, and does not take into account the level of mental harm. In addition, China’s current case of abused children who have no guardianship or caregiving duties is still in the “vacuum” state. According to the provisions of the criminal law, it is an offence for children to have children who have custody or nursing duties to abuse children. On the contrary, for some people who do not have care and custody duties but do not abuse children, if the child does not cause minor injuries during the period, the law often cannot be convicted and punished. This is a loophole in legislation.

      In addition, in reality, some people, including parents and teachers, have a weak sense of law and are guilty of luck. Some even disapprove of child abuse. Many people are affected by the traditional psychological influence of “less than one thing”. In addition to the media exposure, in the real world, grassroots organizations rarely see cases of actively dissuading, stopping, or reporting child abuse to relevant departments. Coupled with inadequate supervision by the competent authorities, abuses are often difficult to incorporate into the scope of legal adjustments.

Therefore, improving the rule of law and increasing the awareness of child protection in society should be a reflection of our direction.
